Welcome to Sandwell’s ‘thresholds/ levels of need’ document. Our vision is that children are safe, families are supported and lives are transformed. This is about providing help to all children and families through access to strong universal provision – these are services which are available to everyone. The aim is to provide help at the earliest point and lowest “level” of service provision so that help is provided quickly and children and families get the help they need to become independent of services.
Our threshold offer relies upon a workforce where staff from across all agencies share the core values, knowledge, skills and abilities to engage well with children and families by building relationships which are based on the strengths within a family. They also need to be focussed on solutions, able to motivate to achieve positive change and be aware of risk and protective factors. We know that by working effectively together we can identify vulnerable children early to ensure that we keep them safe, support their families and transform their lives.
In consultation with partners the document has been amended to reflect current processes in Sandwell. In addition to making the overall document more succinct, the threshold matrix has also been updated to reflect keys safeguarding areas including modern slavery and radicalisation.
