The CSPR National Panel and Learning from National Reviews
The production of and all decisions made relating to Local Child Safeguarding Practice Reviews (LCSPRs) in England is overseen by the Child Safeguarding Practice Review National Panel. The National Panel can choose to commission national case reviews and produce national thematic reports on issues which represent national challenges which set out recommendations and findings for safeguarding partnerships to use locally.

CSPR National Panel: Annual Report Jan 2022-March 2023
Published on 30th January 2024, this is the most comprehensive report to-date providing detailed analysis and commentary about the lives of children and families at the heart of local and national learning reviews, and about patterns in practice. The report builds on some of the practice themes to make a difference, identified in previous annual reports, giving specific consideration to the role of leaders in creating the conditions for the best safeguarding practice.

National Review into the murders of Arthur Labinjo-Hughes and Star Hobson 2022
On 26th May 2022, the National Panel published its findings and recommendations for national government and local safeguarding partners to protect children at risk of serious harm. The review examines the circumstances leading up the deaths of Arthur (in June 2020) and Star (in September 2020) and considers whether their murders reflect wider national issues in child protection.

SCSP has produced a localised Arthur and Star Briefing Paper summarising the key findings and recommendations of the National Review for use by all practitioners who work with children in Sandwell to inform and improve practice.

National Reviews
First national review – ‘It was Hard to Escape’ – Safeguarding Children at risk from Criminal Exploitation 2020
This report looks at 21 children’s cases from 17 local areas regarding children who died or experienced serious harm where CE was a factor. Published 4th March 2020.
Second national review – ‘Out of Routine’ – Safeguarding Children at risk from Sudden Unexpected Infant Death 2020
This report aims to identify what might have been done differently and how to improve approaches to embed safer sleeping advice in families with children considered to be at risk of significant harm through child abuse or neglect. Published 16th July 2020.
Third national review – ‘The Myth of Invisible Men’ – Safeguarding Children under 1 from non accidental injury caused by male carers 2021
A review of cases where babies have been seriously harmed or killed by their father or male carer and the myth of invisible men. Published 16th September 2021
